In all fairness, I can easily see Teldrassil as being the point when they’re done being reactive. Not enough to ever go full on genocidal (like for some reason, everyone assumes is Tyrande’s new goal with no real foundation even though it doesn’t fit her character) but enough to show the Horde that Kalimdor has reached a point where it’s done rolling over. If this organization that at it’s core still cannot shake it’s origin as an alien group that lead to the destruction of it’s homeworld wants to abuse the world that adopted it, it can and should expect more than a slap on the wrist.
