My entire warbound is handicapped by missing out on the 3% damage and healing buff that the entire rest of the playerbase has access to. I know for a fact that Blizzard is capable of manually making these changes in game (as they’ve done for HoF, to remove renown from players, or to reset renown bugs players have already had with this same issue.
I would start with a UI reset just to rule out a display issue.
Delete or rename your UI, WTF, and interface folders with Battle.net closed then reopen.
Otherwise if you feel this is a bug, you can edit your post and move it to the bug report forum.

Atm your best shot at fixing it is doing a fresh clear with the Darkmoon rep bonus active. Me and a few other players had this same bug with the Gallagio rep and managed to unbug ourselves by using the Darkmoon buff. Unfortunately, it did not work for some, and those players had to wait till Blizz fixed it on their end.
This is the bug report forum. There’s no UI issue, I do not have the buff and am unable to get the buff. A GM confirmed via a ticket that it’s bugged.
Generally because they got the reputation for the week from some difficulty, so they were already capped for the week again, prior to getting the rep buff.
I mean they should just fix this bug instead of relying on darkmoon MAYBE working
Last one took 2 months until 11.2 launch to fix. If you wanna wait it out, be my guest, maybe they fix this one quicker.
