It’s not that, it’s that these guys (criminals really) have access to many many accounts that have been compromised so when one is banned they just start using another one. It really is an ongoing battle and I’d wager that your reports are helping. It would be nice if there was a quick solution but as long as players keep using these services they will keep advertising.
