This right here is a huge thorn both in storytelling and mechanics. Blizzard has an unfortunate habit of making beings of identical races but differing politics or separate ‘states’ as entirely different races, when a better idea would be to simply add the state as a customization and expand racial options so players can pick-and-choose what satisfies the character fantasy.
