Because skyriding has at least some limitations on it vs static flying. A player might still fight through mobs because the vigor cost of short hops is high and they can’t loot while flying.
Questing with skyriding vs static flying is very different.

this is bs.

1. vigor, now that the limitations of the dragon rune system gone, you can literally turbo boost to your hearts content. as long as you dont do something stupid. I know, Ive done it. I could go across the entire breathe of the dragon isles in turbo mode with very little effort.

2. You cant loot while in static flying either, you cant click quest items, mine or pick herbs.

3. Questing in skyriding and staticriding are identical in every possible way, except skyriding you move considerable quicker.
