A council structure like the one I proposed could work in game. All it would take is the racial leader saying "I must consult the council about this..." then return later saying "On the advice of the council, I have decided [x]." And the quest structure remains pretty much the same. Exactly--as it is, people complain that the various leaders of the Alliance aren't shown making decisions as a group. (Horde doesn't get that so much because it's acknowledged that the warchief has final say on most things.) How much worse would it be if every decision had to go through a council first ... or if the entire council had to be present at some kind of conference?
I just don't think councils work well in-game.
and adding a room in the Royal Quarter with a bunch of named npcs sitting around a table. Then said council gets further extrapolated in a book or something.
They go against her character portrayal and make her actually care about the other members of the Horde and becomes an actual Warchief. Lots of people would hate the character assassination.It wouldn't be character assassination, because caring about and protecting her people is a character trait she's possessed since she was introduced, and not something she ever totally lost. It's just a matter of building on that existing trait in ways consistent with her mannerisms, then expanding the definition of who her people are.
