Kael’thas wasn’t even Horde, is the funny thing. It was the Azerothian blood elves, as part of the Illidari at the time, that chose allying with the Horde. Lor’themar, not Kael’thas, was the one who ultimately made that decision.
The Azeroth-bound blood elves didn’t even know what Kael’thas was up to until they got to Outland.
WC2 Horde was their enemy cuz they allied with the humans who stood in the way. Orgrim was pragmatic afterall. And by the end of the day Kael hated the humans and Arthas the most.
He was technically Horde since we didn’t know of his deal with the legion until the raid. De facto he was the blood elf leader while Bob commanded Silvermoon until he returns.

We actually knew before, via the draenei starting zone. The gnome killed on Azuremyst is carrying a letter from Kael’thas and is explicitly an agent of the Legion. That was one of the interesting things about the draenei starting areas, the draenei knew Kael’thas was allied with the Legion, while the sin’dorei on Azeroth didn’t, which set up a logical reason for their conflict.

People with severe factionitis have been super hung up on beta dialogue totally proving the devs hate their faction the most since all the way back in Cata so I’m really not surprised.
If you take attention here Blizzard is keen of making the alliance heroes tell to everyones face how much they love the alliance while the Horde characters never mention it at all anda re always about honor and Azeroth.
