The ability balance will be useful, but choosing a covenant based on the granted abilities will only be for the top 10%… if that. Blizz will do their work to keep things relatively balanced.

Will there be a recommended setup for top dps/hps? yes
Will there be a best for high-level ranked PvP? yes
Will the only way to complete end-game content and be competitive be with the BIS/Simmed Covenant? no
