They really wrote themselves into a corner with that one. Dal is and was the perfect capital city. Unless they do an ’ it was all a dream’ sequence.

cities can be rebuilt. IT already had to be rebuilt after it was trahsed in wc3. Then they kept it in a bubble and became super xenophobic against both horde and alliance until dadgar came back and told them to calm themselves and then they tp’d it to northrend to shoot a space laz0r at ICC…
at least 33% of that is accurate.

There was literally an entire questline in War Within telling you that it won’t be rebuilt.
My money’s on Icecrown Citadel.
Considering they’ve made it rather clear the titans will be villains in some regard, I’m not expecting Ulduar. But Icecrown Citadel is held by Bolvar, who has Death Knights in both the Horde and Alliance.

I’d like if they rebuilt Statholme and use it with its large port to launch expeditions on Northrend and stabilize the Plaguelands but that might be a long shot.

Ulduar. Stormpeaks is the most heavy area of Titan tech left behind and Thorim. Mimron as well.
When I thought for a sec that we were gonna have Dalaran again, I was oddly pleased. I know we’ve been there and done it twice, but I like Dalaran. I know where everything is, and I like fishing there.
I was actually 100% down for another expansion of Dalaran in the middle, and I hope there is an interesting reason they removed it from the table. Maybe that will become apparent later on.
I’m a bit sad that we’re not likely to see a new Gilneas and Undercity. That was the direction I hoped we were going, and it felt very heavily foreshadowed with the last little story quest chains we had from the Forsaken council and the Greymane family reunion back in Gilneas.
But if we’re going to be based in Northrend again, then it doesn’t seem likely. I really wanted that to be the hub set for TLT, and I have to confess I’m still a tiny bit hopeful that somehow that’s the plan.

It was already spoilered a while ago that Ulduar will get cleaned from the corruption of Yogg’Saron and rebuilt by Miniron to become the new capital in TLT.
People who played the hunter artifact campaign in Legion already saw that Mimiron was still working there.
