What quest? Where do you pick it up at?
Exactly zero changes have been made to any sort of balancing to sharding between the two factions.

I have alli toons. So where’s this quest at?
They will activate war mode when they finish doing more important things in the game or when they are bored and feel like suffering ganks or being killed on fly points! Perhaps!

Really? I mean, they could’ve accomplished the same thing with the following achievement:
There Is No Faction Imbalance - Be killed 50 times in one 24 hour period by the opposing faction in world PVP by members of a raid group. Awards the title, “X the Sacrificial Lamb.”
Wait till an invasion. Go stay near the closest flight path to the invasion. If you are lucky, you will be on a shard for a raid of 10-40 alliance that just kill the person as they are loading into the zone.
It isn’t WM, it is camping for their 25 kills so they can get bonus loot. If that loot wasn’t an incentive, they wouldn’t bother.
I have seen 2 on my main ( horde) and an actual raid while leveling an alt alliance.
I’d like for it to be the opposite lol
I picked the quest up by the mission table on the boat.
“wait what an alliance attacking me?! this is new i’m shocked, what in the world could i do?! let’s backpedal a bit…”
