My guess Is they will copy the full character database to TBC. But that’s going to be a while. Phase 6 will have several months if not years on it before TBC.

My guess would be they will not copy anything and it would be a fresh start with TBC just as Classic was.

They are not going to make everyone fresh start in TBC. It wasn’t that way when TBC launched. People are not going to want to do the 1-60 again unless they are Horde Paladin or Alliance Shaman.
