Do we have any ideas on how it will be implemented?
On top of current servers so I can level a toon now in prep and making new fresh classic servers for the diehard vanilla fans?
That seems to be how it will be implemented.
We won’t know for sure until February most likely but I feel confident saying Classic servers will be progressed to TBC.

well copy and paste works best for leveling a new toon and a character in classic being able to help. The only issue with any implimentation is that be and draenie will need to be at least semi-fresh servers. But while there are several systems we do not know what they plan and so far preemptive outrage over possible gold and leveling resets seems to be the nrom.
Why do draenei and belfs need fresh?
well without the creation of death knights or race change new draenie and blood elves will likely start at lvl 1
No, we really have no idea, any idea that anyone has is speculation.
Like they did in og tbc. Why would that change this time? You realize that means people will be leveling in draenei and belf areas instead of crowding hellfire peninsula right?
yeah but as well those who can reroll and get economic support from their main definitely have an easier time leveling than first characters, but all speculation at this point
