Just guessing. I don’t know anything about horde
Almost every race in WoW has no story. Blizzard stopped caring about the playable races early on.
If you’re not an elf, dwarf of human the game isn’t about you. Tauren don’t have much lore, true. But there are far worse offenders. Every race added since Goblins has next to no lore, or worse meme lore. More races have joined the horde because it would be a zany meme than for an actual lore reason.
