Do Primal wrath do exactly same dmg as Rip in single target ?
If so, would you recommend replace it ? ( I know there’re situations where I should take care of my aoe)

No because rip lasts longer than primal wrath. Do not primal wrath single target

Technically, a full duration PW does more damage than an FB on average (and more than rip due to the impact damage), and for less energy. But it needs to be a full duration PW where you didn’t need a longer duration Rip.
It’s very hard to make it better, and it’s far simpler to just never use it for ST.
You were able to get away with this in BFA because Sabertooth extended the duration so much more.
