Because that is not her Banshee soul, it is the reflection the jailer is showing her, to torment her, showing her what she has become.
This is the only thing they got wrong in the cinematic, her eyes are gray and not blue, I hope they fix before launch.
I think someone has been staring at the eyes of in-game models too long.

I truly agree. I also agree with a comment made earlier about how world of warcraft is basically like a comic strip series now. The story is all over the place. But that is to be expected with how long the warcraft franchise itself has been out, and how many writers and story board artists have worked on it over the years.
What drew me into wow was the gameplay, and i started in 2006. I remember not really not knowing much about wow at the time, even into wrath of the lich king. But the game is just not as much fun to play as it used to be for me. I dunno, i liked the storyline in shadowlands, and this cinematic was pretty cool to me. But i truly wish, gameplay wise among other things, that retail wow functioned more like wrath of the lich king did. Have not had as much fun playing since then.
Sheâs not half human. The artist gave her those eyes because she wanted to (I think it wouldâve been better if Sylvanas had the glowing blue eyes, but whatever)
Her eyes glow blue again at the end, and during the cinematic it matches how she was described in the books from before her death, specifically chapter 14 of Tides of Darkness from 2007:
Her eyes were âmore gray than green or blue.â
oversight by the art team or she lost the glow being revived.
Remember the glow came from the elves constant usage of magic. Lady sylvie died before the sunwell was destroyed so she never went through the withdrawal effects or got the fel green eyes most sinâdorei have.
Her undeath possibly saved her from a worse fate. Weâve seen what happens to magic starved sinâdorei and weâve seen the shalâdorei magic starved too. Eventually you lose your mind. Sylvie in a way lucked out.
I wouldnât call being unwillingly transformed into a banshee âlucking outâ. Further, only a portion of the Quelâdorei became withered due to mana starvation, and only those that remained in Silvermoon and/or followed Kaelâthas fed on the fel, which turned their eyes green. The high elves that lived elsewhere (Dalaran, QuelâDanil Lodge, etc.) still have blue/gold/white eyes.
