Complete BS. Sylvanas was still responsible for putting the NE’s to the Torch… Elune is guilty by not stepping in to save them so that she could feed their souls to Ardenweald.
Sylvanas is guilty by her actions… and Elune by her inaction.

The horde was. She represents your faction. Just like the higher ups are responsible for knowing of the abuse at HQ. You all will pay for your genocide. The faction war will continue.
Sylvanas comes in and Fortnite dances while announcing she will help save Azeroth because Fortnite is what the kids are into.
The writing is garbage. But I would like to see some kissing.
Honestly, if given a choice, my character would have immediately nuked Sylvanas for trying to burn Teldrassil given that this was supposed to be the Horde that was born out of Voljin’s rebellion against Garrosh’s attrocities.
The whole story of BfA made no sense. It made no sense why the Horde leadership who supposedly came out of the Horde civil war would stand by and let yet another tyrant do what she was doing without a word.
This is my whole problem with the writing. I have always wondered why Sylvanas and the Forsaken wasn’t kicked out of the Horde after what they did in Cataclysm… and I have always felt like my characters, after standing and rebelling against Garrosh’s ‘True Horde’ wouldn’t be standing against Sylvanas after she went off script just because she got sassed by a NE.
Except Elune has never stepped in to “save” them. She didn’t help when Queen Azshara sided with the Legion against her own people and she didn’t do anything to protect them from the massive death tool the Sundering caused. Matter of fact out side of a handful of instances where she granted someone the power of the Night Warrior, she has been very hands off with not only the NEs but all her followers.
This is typical of a “god” in most fantasy settings, they tend to not get directly involved in the fate of the followers. And she didn’t not step in so the souls could be sent. She tried to (and rather foolishly) cheat death and send the NEs who were already doomed to Ardenweald instead of their normal after life.
Elune at most is guilty of being dumb for trying to do something she should have known better than to attempt.
