Kul’Tirans and Zandalari both not getting warlocks was dumb given lore precedent; and I don’t think there was an explicit justification. They were both even in the previews in 2017 and 2018 but were removed during Beta, if I recall correctly. It was just Blizzard being petty/disrespectful to locks yet again imo.
No I said any magic user that transgresses their rules are warlocks.
Take for example Blood Mages and their lore. They are mages, yes, but use fel historically. Within gameplay Blood Mage fantasy was cut in half: Mages got Phoenix and Felomelorn, but Warlocks got Incinerate animation and used to have Verdant Spheres but still within canon can use demon souls.
Yes much like Kul’tiran Tidesages are “cut in half” between Shamans and Mages. And Blood Elf Blood Mages are cut in half between Mages and Warlocks. And Troll Shadow Hunters are cut in half between Rogues, Hunters, Shamans, and maybe Shadow Priests. Or Forsaken Dark Rangers being Hunters and Rogues and maybe a smidge of Shadow Priest or Affliction Warlock or Unholy DK.
Lore-Fantasy isn’t usually 1 Lore: 1 Spec/Class, it’s often distributed among classes and specs.
Actually Kael’s verdant spheres were retcon’d to not be fel at all, and Legion Mage Order Hall questline made the Fire Mage player essentially the heir to that legacy.
Also given during MoP’s Isle of Thunder questline there are references to Blood Mages but since the Sunwell is now a Super Lightwell and the devs have said Blood Elf society doesn’t freely use fel anymore, it’s unclear.
Regardless, it’s not “clearly anything”. Blood Mage Lore Fantasy™ was divided in terms of lore and gameplay between in-game (Destruction) Warlocks and (Fire) Mages.
Felomolorn was kael’thas father weapon that was used versus Arthas.

Kael never used the spheres actively until after their corruption.
Corrupted by the Kelthuzzad resurrection, i.e. Death/Decay/Necromantic magic. Not fel. Previously in the RPG and thus the assumed canon until that retcon, Verdant Spheres were demon souls.
