You level your pets after maintenance is over, just like any other activity.

The day when Squirt is up during a Pet Week.

I went into TWW shy of 1800 achieve and 600+ pets(lots of dups) not at 25, and probably a 3rd of those needing to be made rare. By just doing pet dailies in DF and TWW, had all of my pets including dups to Rare and level 25 last week. Unique were done a month or so ago.
Did it with alts and great part is pet battles also give XP so also leveled my alts at same time!
5 toons was most I did on a given day and then only if majority of battles were the coins.
