Starting the XP buff is the announcement of the Wrath release date (within 2 weeks accuracy), so they’re not doing one without the other.

6-8 weeks of XP buff +2 weeks pre patch works for me

Correction: 2-4 weeks of XP buff + 4 weeks of pre-patch before release. But starting that buff puts a timer on the release.
