I ran across this weird bug. I was doing the the Recap and I got to a point where I could learn more about the Arthi’s Fight. Everything went invisible, (no characters, no tomb), and I was just left standing there. I cannot log out, I cannot fly (Can’t perform while moving), I cannot glide (Heck, I’m stuck in the gliding animation while on the ground). I cannot use the “Consult the Tomb” button because “Target is not on the ground”, I cannot use “Persue Tomb” button (It is nowhere in my HUD).
My only option was to completely cancel the progress on the quest. To which, after starting it back up, I was finally teleported to the correct place. Not sure if it was a server hiccup or what, but it was annoying. Not even sure how to replicate the bug (I was skipping cutscenes, so maybe that did it?)

I came across this problem as well on 3 different characters. My solution was to alt-f4 out of the game, log back in, hearth to Dornagal and then go back to Loremaster Cho and to where you started with the Tome of History and you will instantly be popped behind the book. Then click the 2nd option. “I wish to learn more about the Arathi’s fight.” Don’t use the teleport option as that didn’t work for me.
I also ran into this during one of the Undermine recap quests. So did the same thing, alt-f4, log back in and hearth to Dorn, and talk to Tome.

I was able to alt+f4 then login back to the game, and then the “consult the tome” button worked for me and I was able to pick right back up. Thanks y’all for suggesting that solution!

None of this has worked for me, any further ideas?
Bumping this post, things are still broken! 
I just had this happen for the second time. A force close of the app (alt-f4) and client restart did the trick. For future players, do no abandon the quest if it says the “Target is not on the ground.” or if you find yourself unable to click portals, summon a mount, or logout because it says “You can not log out right now.”
Same issue during Shadowy Pursuits. I was also able to just Alt F4, restart the Bnet client (prob not needed) and then summon the book again using consult the tome to resume.
This recap experience has been broken since inception. Nearly every advancement of the tome, I have to restart the game because it reports “Target is not on the ground.” At this point it’s almost quicker for me to go through the whole friggin’ campaign. Good to know Blizzard cares for fixing major bugs.

Having the same bug - have to alt f4 out to fix it.
Ran into this issue after the Gallywix confrontation cutscene in the Undermine part of the recap, can’t consult tome, can’t hearth, can’t mount
Posting to say this issue is still happening in June.
The bug is still present. I just got hit with it twice in a row. I’ve liked the quick catchup for my alt, but the phasing has been laughably buggy as well. It really doesn’t make a good showing for new players. To be frank, if this were my first experience with the game, I wouldn’t resub.
This is still a problem. I’m at The Dark Heart. it wont let me logout, wont let me hearth, wont let me mount, wont let me do literally ANYTHING.
