I had this exact same issue with a Blood Elf Demon Hunter after transferring it from remix. The Battle for a Broken Shore quest was on my map I could not pick it up as it was not phased in It turns out I had to complete the quest “second sight” Right outside of Orgrimmar where you use spectral sight to defend sylvannas. after that i was back in normal phase
