Stormbringer Enhancement needs foundational changes, not just numbers tuning

After an initial rework on alpha launch and a beta cycle devoid of any functional changes aside from a very finicky healing surge change, enhancement has still seen absolutely zero iteration and the lack of any attention on the 12.0.5 has me deeply concerned for the spec. Enhancement, and most egregiously Stormbringer, has some foundational problems that simple numbers tuning cannot address. This has as much to do with gameplay as it is to do with output. Simply tweaking the numbers will not solve this.

Not everyone enjoys how Totemic plays, but Stormbringer has nothing to offer either numerically or more importantly in terms of gameplay. Totemic is clearly the hero tree that was designed with intent, however much I may not enjoy it. Stormbringer on the other hand offers almost no gameplay at all and you could realistically play Enhancement without hero talents and not notice a major difference in gameplay. Tempest is the only real gameplay element of Stormbringer and even then it’s only really a random chance to proc a glorified lightning bolt with no actual gameplay around it. Several Stormbringer talents seem like they’ve just been left in the tree with no real intention. While the rotation itself is no longer as spammy and one dimensional as it was in The War Within, it still feels like it can often devolve into just spamming Stormstrike until you can spend, with lava lash and voltaic blaze left as afterthoughts that you may get to press on occasion but they never feel particularly satisfying or impactful. Compared to totemic’s deeply impactful hooks into lava lash, Stormbringer doesn’t really have any hooks into stormstrike or spenders outside of their chance to proc tempest. Numerically, Stormbringer has all of its power put into random procs of Tempest and has almost no discrete single target tuning knobs that can be used to balance its kit in any elegant manner. It has a significant design disadvantage compared to totemic because it is locked into a 2 minute burst profile while totemic gets a much more flexible 1 minute profile with a ton of built in passive cleave even in a full single target build, whereas stormbringer has to give up 2 points of its apex talent in order to have relevant cleave potential in mythic plus. It’s damage swings heavily based on the timings of very rare doom winds procs, it has no flexibility, and no real control over its damage, making it particularly ill-suited to mythic plus and propped up entirely by the tuning of Tempest’s aoe component.

I’d like to propose the following changes to Stormbringer (mostly) that I believe would provide more meaningful improvements to its design, gameplay, flexibility and identity:

  1. This isn’t necessarily specific to Stormbringer but is worth mentioning regardless. The weapon enhancement from Crash Lighting splits its damage is a problem. This is inherently undesirable as a mechanic because it acts as a form of anti-priority damage where you lose damage on your main target when other targets are present. Given that this effect is now a very significant source of Enhancement’s damage in single target, this is proving to be a problem on encounters where a priority target is surrounded by minimally relevant adds that don’t necessarily need to die quickly but effectively steal damage from your main target. On fights like Imperator Averzion, you just straight up lose damage when you have to stack on the soaks to break the shield and your crash lightning buff is splitting its damage off of the boss and onto the add that takes no damage and is killed by the soak mechanic. Given how far behind enhancement’s single target damage is, I suggest just making it so that the crash lightning buff always deals its full damage to the main target and only does the reduced damage to secondary targets. This would give enhancement some much needed priority damage in cleave while eliminating the awful feeling that comes with knowing that you’re doing less priority damage to an important target whenever additional targets show up. If some power had to be moved out of our aoe to account for this, I think that would be a fair trade.

  2. Buff the on-cast damage of crash lightning in order to make the full apex talent worth running in dungeons. Our full apex is relatively weak and the cleave in our base kit is sorely lacking compared to what the totemic hero talents and tempest provide. Increasing the on cast damage of crash directly buffs the first and fourth apex talent, the latter of which deals its additional damage based on the initial hit of crash lightning. On the topic of the 4th apex talent, consider making this a dot on the targets hit rather than a ground effect or at least making the ground effect larger? This isn’t the most pressing issue, but I frequently see targets just walking out of the effect in various situations.

  3. I think Hailstorm should make a return in some form. Either as a replacement to voltaic blaze directly in the spec tree (if ashen catalyst and lashing flames are also reworked) or possibly as a hero talent in the Stormbringer tree that replaces voltaic blaze for stormbringer only. The latter may be more preferable as Totemic already has plenty going on while Stormbringer could use more. It doesn’t necessarily need to function the way it did before in terms of relying on maelstrom weapon spending if the goal is to avoid complications (Ice Strike no longer existing already alleviates some of that). In that scenario I’d suggest that it be a short (10 seconds give or take) CD, but affected by haste, generate maelstrom weapon and that it do increased damage to its primary target to ensure that it functions as a priority builder in ST as well as cleave. I’ll point out that the class tree does still have a node that buffs frost damage even though we don’t actually have any abilities that do frost damage. Shocks are an iconic shaman spell and I’d like to have one figure in the rotation more prominently.

  4. Make descending skies apply to doom winds as well as ascendance. There is no good reason that this should only apply to ascendance other than to force ascendance as a choice. This itself is highly problematic as ascendance as it currently works comes with significant problems such as locking stormbringer into an inflexible 2 minute profile, creating massive damage variance due to doom winds procs, and being a generally boring cooldown that has us spamming one (now 2 with apex) buttons.

  5. Change Ascendance so that it no longer replaces doom winds and doesn’t have a chance to proc doom winds. As noted above, these interactions only cause problems. The option to spec into a more flexible one minute profile is one step in making stormbringer better able to function in dungeons.

  6. Add a discrete single target tuning knob. My primary suggestion would be to remove the second part of the spec tree talent Stormblast (Stormsurge causes Stormstrike do deal 50% additional damage as nature damage) and put it directly into the Stormbringer tree, but make it apply on every cast of stormstrike. This not only adds a hook into Stormstrike but also provides a pure single target knob that can be adjusted up or down to tune stormbringer single target without affecting aoe at all.

  7. Stormbringer needs a way to deterministically generate tempests so that its not completely reliant on rng. I believe it also needs something to prevent the rotation from devolving into stormstrike spam, particularly if stormstrike is further emphasized by talent hooks such as the one suggested above. I’d like to suggest the following change to the Awakening Storms hero talent as a way to address both of these: Stormstrike, Lava Lash, Crash Lightning and your Shocks (i.e. hailstorm) build stacks of Awakening Storms. At X stacks of Awakening Storms, your next Lava Lash is empowered and becomes Lightning Lash, dealing additional damage as nature damage and grants a stack of Tempest. This charge of tempest ignores the 2 stack cap. This provides enhance a way to guarantee tempests simply by doing the rotation while also creating moments where Lava Lash becomes a high priority builder, providing moments of impact in the general rotation outside of just getting random procs of tempest and breaking up the monotony of stormstrike spamming. It creates the feeling that you’re building up to something, which currently does not really exist at all for stormbringer. While this might sound uncomfortably close to how Tempest generation worked in the war within, its different enough to avoid the same problems. For starters, it doesn’t require any additional tracking. You will be generating stacks of Awakening Storms passively and consistently just by pressing your builders. You will know when you’re able to generate this guaranteed stack of tempest because lava lash will light up/icon turns blue and lightning-y or whatever. You don’t need to account for getting it because it ignores the 2 stack maximum. You can’t really game it like you could in TWW because almost all of your abilities contribute to it and getting the Tempest is triggered by casting the empowered lava lash. You don’t really need to because rolling thunder no longer exists as it used to. At most you could hold onto the empowered lash briefly to ensure you had a tempest ready for a priority target spawning or when moving to a new pack in a dungeon. Maybe this requires some additional iteration but I think it’s a good idea and would go a long way to making stomrbringer more interactive and enjoyable to play. It’s certainly more interesting than Stormstrike having a small chance to proc tempest, as it currently functions.

In order to add some of the above suggestions as hero talents, they’d need to replace or be added to other hero talents. Here are a few that have lost their place and could serve:

1. Arc Discharge: This talent barely serves any purpose at this point. It is almost always just passively consumed by casting stormstrike or lava lash due to ride the lightning, and when doing so it applies its buffs to an incredibly weak chain lightning that only deals base damage without any maelstrom weapon scaling. The only scenario in which it’s actually relevant is when you get a maelstrom weapon refund on a cast of tempest through thunder capacitor.

2. Rolling Thunder: This talent is a shell of its former self, the gutting of which without any replacement is one of the primary reasons why Stormbringer is both numerically weak and feels like it lacks gameplay. Make no mistake, the gutting was warranted, but at this point it provides a relatively minor buff every 2 minutes and could easily be replaced

3. Lighting Rod: This talent doesn’t really have a point anymore. It’s now spread passively through Ride The Lightning and there are no gameplay considerations involved in either applying it or interacting with it. With the removal of elemental blast it no longer even has any impact on efficient priority damage. It’s just there as a ramping cleave buff that could just be baked into the power of crash and chain lighting. Between it and ride the lightning proccing a chain lighting on every stormstrike and lava lash cast, it also adds a ton of visual clutter that isn’t really necessary.

4. Awakening Storms: I think the above-mentioned incorporation of Stormblast into the Stormbringer tree should be added to this node in addition to above-suggested rework to Awakening Storms, to emphasize that although all of your builders are contributing to generating a Tempest, Stormstrike is still the highlight.

Just going to say I agree that Stormbringer needs a full rework again. It feels like they didn’t even finish the Midnight alpha rework they had going for it, seems like they stopped right in the middle of it.

Tempest is rng, doom winds is rng and tied to ascendance (bad), Descending Skies only works with Ascendance, there’s a random node that buffs nature damage by 2% which is abysmal when Totemic gets Mastery increased by 2% in the same spot which is far better, could go on.

When they initially announced Hero talents Ion came out and said they don’t want them to have too huge of an impact on gameplay and they want people to be able to play either of the hero trees that thematically work for them so they want to make sure the difference in throughput between them is no more than 5%. Currently Totemic is far ahead of Stormbringer (10% or more) and Surging Totem is also our top damage which is the opposite of what they said they wanted. Stormbringer feels largely ‘unplayable’ right now, meaning it just doesn’t feel good to play the gameplay loop doesn’t exist and on top of that it’s worse than Totemic by a good margin.

Stormbringer definitely needs help. I feel like I’m playing a piano, but the numbers (especially single target) remain low. All of the damage is loaded into Tempest. It’s also incredibly upredictable, you may have back to back Tempests, or you may have one the whole pull, or it procs right when everything is dying. As for everything else, you might as well replace all the other abilities with Throw Hotdog, because that’s how much damage it does.

In all honesty, I like how Stormbringer feels to play, especially compared to Totemic. However, I don’t like being forced into Ascendance, especially since the cooldown is 2m and the duration is fairly short. I also don’t like Crash Lightning being #1 priority on single target.. it’s weird. Stormstrike needs to have more UMPFFF when it hits.

It sounds silly, but just don’t take ascendance. Or DRE. Just skip that node entirely.

I refuse to use that ability. I hate it. It’s fun when it’s active but I just do not enjoy 2 minute cooldowns. Take that point and put it into your apex talent, and enjoy using doomwinds more often.

Stormbringer has felt amazing for me all season. Single target I feel like I’m just okay, but in AoE I feel strong. I’m usually coming out first or second overall in DPS.

That’s what I started doing recently. I’m sticking with Tempest but I dropped Ascendance and am having more fun with DW on a 1 min cd with Primordial Storm on a 30 sec cd.

took my enhance sham out for a test driver earlier, did stormbringer on a boss fight that lasted 5 minutes and tempest proc’d only ONCE in that entire time.

Nup, back to Totemic I went

There’s simply no way that’s true at all unless you weren’t using maelstrom spenders.

All of which is bitterly hilarious in a laugh-to-keep-from-crying way, considering the situation was reversed at the start of TWW, when Stormbringer was the only functional Hero spec and Totemic was a half-baked mess that had obviously only been developed for Restoration, and then had little more than a Find-Replace pass for Resto spells with Enhance spells just before the deadline.

Apparently they only have the dev power to work on one Enhancement spec at a time.

On a gameplay level I agree, the spec feels better with a more flexible 1 min cd and I more or less leveled as SB running doom winds and skipping ascendance. Numerically however this is unviable for any serious content. Ascendance itself is quite powerful for SB and DW is a relatively weak CD on its own. SB is far too weak both relative to Totemic and in general to justify dropping asc unless you truly don’t care about your damage. I really do hope that they find a way to decouple DW and Asc to allow us to lean into a 1 min profile in keys and on raid encounters that favor that flexibility. Asc would be fine as a 2 min burst CD otherwise.

I agree with the sentiment, enhance needs some foundational changes. Blizzard has been putting this off for a long time. I do enjoy the style and theme of enhance shaman but there are certain aspects missing which really limits the class in multiple modes of gameplay.

I don’t agree with all the suggestions but I appreciate the post. Thanks for putting this out there. Hopefully blizzard will address this (probably mid expansion or in the next one unfortunately).

I think you’re right, just decoupling doom winds and ascendance/DRE would go a long way. I toyed with DRE for a second, not realizing that it also removes doom winds from my action bars. It felt absolutely miserable not having any actionable buttons to press outside of tempest procs. It’s a shame too, because I much prefer the fantasy and lower maintenance required from stormbringer, but right now it just lacks the punch despite how epic it feels to pop baddies with tempest.

I think storm bringer feels really smooth right now, they should just incorporate frost shock into it somehow , rather than lightning bolt turning to tempest, frost shock turns into storm something. Adding some rotation into it or making it a ground aoe, increasing its cool down.

At this point I just wouldn’t ask for reworks be ause blizz is all about minimum effort maximise profits

Since the patch today Stormbringer feels fantastic. My DPS has gone way up.

I feel like midnight enhance is 100% a downgrade from TWW which is sad. Every good change they made came with trade offs that had a net negative impact.

Buff Initial Crash and Apex talents are the best things they can do. 20% crash initial buff is 0.6% increase, that’s not enough and probably need another 50-100% buff or something. Crash should do full main target damage at least do full damage to 5 targets reduced beyond instead of splitting.

Our apex 4 is very weak, it does 4-5% ST damage and 1-2% in AoE. 0/4 apex lose 13% in ST, that’s very low compared to the other specs. We do have builds literally don’t take 4/4 apex because SB has zero AoE and not good cleave so it needs all the help in cleave / AOE it can get. That’s why some SB builds take pstorm instead of apex. When there’s 5-6+ target counts, SB fall off very fast because it just can’t do AoE. You can’t do aura buff and help SB at the same time.

TL;DR: Huge buff Crash Lightning and Apex. Huge rework SB from the start

SB is behind 9% in ST and still completely dead in AOE to Totemic. SB doesn’t feel good to play at all

I still feel like DW and Ascendance should be separate CDs so you can use DW at the 1 minute mark and still use both at 2 minute mark. I think that will really help keep consistent damage.

Since Tuesday I’ve been first in DPS in every key I’ve done this past week (8 of them) except for one (I was second). I’ve never run alongside a totemic player so I can’t compare, and I haven’t run it myself, but I’m certainly not struggling with it.

They just need to increase frequency of tempest procs. The hero spec is about tempest yet we barely use it. I had several experience where after my ascendance have finished that I did note even get a single proc of tempest before my Ascendance is up again. A lot of times I am lucky to get 1-3 procs of tempest per 2 minutes and that really sucks. On the rare occasions that I do get several procs of tempest in a short time then it feels so good and damage really goes up.

If they do not want to increase proc of tempest then at the very least they need to increase the damage of lightning bolt and chain lightning talents to at least smoothen the average of the dps.

If you’re only getting 1-3 tempest procs per 2 minutes, you may be doing something wrong lol.

What id want to see for Stormbringer:

-Emphasis on Stormstrike similar to how Totemic has a focus on Lava Lash. Maybe a node that makes Stormblast (the nature damage) permanently attached to every Stormstrike so it always deals the nature damage for example on top of a buff to Stormstrikes damage itself. Maybe even increasing Stormstrikes range a bit?

-Emphasis on Crash lightning and spenders, primarily interactions with Tempest. It already does a decent job of this, but would like the “2% nature damage increase” node to be a spender damage increase node instead, maybe “attack speed increased by x% for x seconds after spending MSW” as well.

-Last node making Tempest reliable. Maybe every 8 or 10 Stormstrikes grants you Tempest? Or maybe every x MSW spent grants you Tempest? Sure it’s more stuff we have to ‘track’ but that’s preferable over pure rng. I think tying it to Stormstrike would be nice as that’s much easier to passively keep track of. Totemic already has rng with Hot Hands, Stormbringer does not also need to be rng.

-Descending Skies changed to Doom Winds instead of Ascendance while also possibly increasing Doom Winds duration by a couple seconds.

We already have Totemic as a very bursty hero tree with a focus on weapon enhancements and lava/wind. It’d be nice if Stormbringer focused on consistent damage with a lot of uptime, faster attacks and Lightning/Wind.
