In TBC the auction house is not the only way to make fast money, instead you can make quite a lot just doing the daily quests; they were made specifically for the use of making some gold
punishing people for buying gold isn’t so simple; permanently banning them and permanently and irrecoverably deleting all of their characters and their bnet account only encourages them to buy another character from gold sellers, and to buy more gold as well
these people generally have more than a bit of money to spare
