Classic max level dungeons are like, Mythic+5 difficulty. You can freaking stun bosses, I do it to Rattlegore; it’s hilarious to watch a “boss” lose 50% health in a stun.

There is no distinction between “stop using it” and “never use it.” The two phrases convey the same meaning.
I was kind enough to quote the parts where you made exceptions to those statements, though. You made it very clear that Frost Nova was not fine in the exceeding majority of circumstances, however. So much so that the very use of the spell was a clear indication that a Mage was a bad player for using it.
