That’s because pvp is not the main focus. Pve is the main focus. Pvp is and always has been a side project when compared to dungeons and raids.

Because Blizzard really, really, really hopes that you forgot last year 8.1 was released in December while the BoD was released in January, so they don’t have a reason to delate 8.3 as a patch itself if their excuse is the raid.

Vulpera can be released without 8.3, but they don’t want to do it, therefore they cannot be released without 8.3.
Now they’re also working on another expansion, full steam ahead. Learn the difference.

Devs are not usually “assigned”.
They have this thing coming down the pipe they are focused on… called Shadowlands I hear it’s supposed to involve death somehow… but don’t quote me.
