They have a 17 year track record of allowing in game gold exchanges for in game services.

I like this streamer and he’s absolutely right. I don’t only think that Blizzard tolerates run selling. I think they design the game around it. They design the game in such a way that it encourages run selling and token buying. It’s very pay to win.
People have said that FF14 has a worse cash shop, but there are only cosmetics on it. No pay to win.
