While there is a high latency spike on the router things look okay. Let’s update the Intel Ethernet driver:
Grab the 64Bit one at bottom
Are you able to set a hotspot up on your cellphone to see if that makes any difference. You might try a VPN service as well.

I tried setting up VyprVpn, but it doesn’t seem to help the issue, unless of course I am doing that wrong as well. I just installed the program and tried to connect to fastest server.
I don’t know anything about VPNs - perhaps someone else will chime in here that has some experience with them.
