How is that even possible? Have you actively avoided anything that drops residuum?
Doesn’t a +10 drop 17k or something each week? That’s a random 445 azerite piece every three weeks, which seems… super reasonable?
Random pieces are terrible as many pieces are an instant scrap and there’s nothing stopping you from being disappointed every 3 weeks, making you wish that you had saved for several months instead.
Either choice serves to make players feel frustrated.
They hate vendors. The titan residuum vendor was carefully designed to provide benefits to hardly anyone, while encouraging people who were really not going to benefit to play more while thinking there was a pot of gold at the end of the rainbow.

That’s because the titan residium is the way to get azerite gear from m+. They took it out of the drop pool and added titan residium.
