The connection between the computer and the router (quoted above) seems great. However after the data leaves this device and goes to the ISP network, it’s loosing about 3% of the data (quoted below.)
My best advice would be to contact Spectrum to report the error. They may help you with factory resetting the modem, updating modem firmware, or checking the lines (between the modem and their network) for problems.
When speaking with them make sure to provide them with this winMTR and let them know the problem is “Packet Loss” not failure to connect. This information should help them better understand the issue.
