Just got this as well, over a month later. Completed the 3 wq and got a message that the special assignment failed. Says I need to complete 0 wq to unlock it. Tried emptying the 3 folders they always mention, reload ui, logging out and back in, none of these did anything to fix it. Logging out and back in while in stormwind fixed nothing. Immediately got the failed quest sound and message in chat.
I’ve also been seeing a lot of failed world quests in general. Instead of completing, just fails. Those I had to move out of the area and fly back to get completion. But cannot even get the special assignment to unlock because I need 0 more wq to unlock it. I’ve left the continent completely and the special assignment still pops up as failed.

And another. Not only is this quest failing, but it seems to be blocking any other special assignments quests from being started.

Logging out, quitting the game, leaving the expansion, nothing works.
Guess this one is back in rotation, googling for a solution brought me here.
I got “Cinberbee surge failed” even though it was at 100% and ticked as completed.
However, following advise in this thread, I went back to Donogal, logged out, back in, flew over to quest area again and then it completed properly.
