How about for the 20th anniversary we get new staff instead… another problem discovered every five minutes in this sloppy launch.

I had the same issue, same quests in Hallowfall (the final chapter of the main story that came out last week). Doing the quests caused the phasing issues to cease.
Like Veylen said, if you’re on the final War Within campaign story, beginning with “A Tide Needing Turned,” you need to either complete it or abandon the quest. I abandoned the inital quest for the chapter while in the area and it immediately populated with everything. (Shoutout to Wowhead commenters for helping me figure this out!)
I finished three world quest went to this area and it won’t let me phase in when I join a group can’t see other members. And I can’t do any other local quest in the same area in or out of a group. It’s a dead zone. Bugged if I do bugged I don’t, complete waste of my time. I don’t care that I’m supposed to finish the mains quest line in this area. Don’t make it an option in the first place. Dumb.
I had the same problem turns out I had the quest [Cutting Off the Legs] active near by in Hallowfall causing it to phase into that instead. Try completing that questline or maybe even abandoning the quest.
I’ve abandoned every quest in the zone and still having issues.
You have to complete the quest chain then. I noticed that even if you abandon the quest the phased fight is still goin on so you can pick up the quest again.
This dang thing is still bugged I can’t see any mobs…can’t see other players if I join a group all I can see is that huge one boss at top of the stairs and that is it…over a month now and you still haven’t fixed this …just as bad as losing millions of mats out of Guild banks and not returning the stuff…
