Thats the plan, yeah. Although we’ve been whining about this for a while. Had a lot of threads about it when they announced this decision.
Whats funny though is that it actually worked perfectly on PTR before they got their hands on it. You could mix and match weapons, so for example you could use Truthguards shield but a different 1 hander and vice versa. Holy could also use truthguard and ret could use the silver hand. But then they went and made restrictions which limited artifact transmog as much as possible.
