Soultwisted Monstrosity rare mob not spawning

Hello all,

I’m trying to do the Commander of Argus achievement for some transmogs and I’m trying to defeat the Soultwisted Monstrosity. I’ve been at the spawn point for several days and it just won’t spawn. Does anyone have any tips on how to kill this rare mob? I’m not having a problem with any of the other rares for this achievement, but the Soultwisted Monstrosity will not spawn.

It’s weird that when Legion was active I saw this guy all the time, but it seems like he’s just gone now. Any help would be appreciated.

Just checked Wowhead and that’s not right. I guess you’re having really bad luck.
