Make all of the Conquest and Honor rewards from Rated Solo Shuffle tokens/currency that are account bound and count towards your weekly cap for vault and progress.
On top of the bonus that healers receive currently this will be more of an incentive for people to queue for and try out the role, as well as giving people that main healers an incentive to play more on that role while not feeling like that are leaving an alt behind.
