The Deliverance proc from Priest Draconic t2 4pc set bonus is doubling up with Surge of Light rune. If you have both buffs up and cast smite or FH it consumes both Deliverance and Surge of Light on the same cast, Deliverance might also have been consuming Surge of Light when casting other spells but can’t confirm.
