BLIZZARD PLEASE GIVE US THE ABILITY TO TURN OFF EXP SO WE CAN RELIVE LEVELING PHASES (and do raid lockouts without leveling up) 
Leveling phases was probably one of the best things Blizzard has ever done… Which is why it will never be in Classic +

I think it was amazing, but the problem is “the vocal minority” is mostly comprised of people who have a lot of time they throw at the game and they didn’t like be stuck behind level walls where they couldn’t neckbeard their way to 60 in 5 calendar days. So I think there was enough push back that we won’t see it again. 
SoD is on maintenance mode. I’d be surprised if they fix anything that doesn’t completely break the game.
