Well yeah. Your intent and context doesn’t matter so much as you breaking the technical rule. You can say some raunchy joke in Trade and while most people may laugh someone may not be much of a fan and report it. If it’s against ToS, it’s against ToS.
The number of reports isn’t relevant, and false reporters are very much frowned upon. GMs ain’t much of a fan of folks falsely reporting people, wasting their time and adding to ticket waits.
There’s no real nuance or anything, it’s pretty black and white when it comes to social aspects. Really the old axiom holds true: “If you can’t say anything nice, don’t say anything at all.”
