Well it turns out Copilot wrote the article wrong, nothing at all has been changed from previous Timeways. The buff works the same way it always has.

So at least they’re not implementing bad changes, but the accusation of hiring people who actually know the whole game stands. In this case, the guide writer.

So how long does the buff last once you get Mastery? The whole week, or are we going to have to constantly spam Timewalking dungeons?

There are no changes in patch notes here:

And if you search for Mastery of Timeways and look at each one for each expansion, the duration is always 3 hours, refreshed by running Timewalking dungeons during Turbulent Timeways.

The only difference I see in a changelog didn’t even make it to live, which was 10.1.7, where two builds had it extend to 5 hours, but the build that went live just refreshes the duration— like every build after it.

The original announcement said that the buff would be account-wide.

Then they realized that oops, Copilot drafted the article and made some bad assumptions. There was never any such change to make it account-wide, it works the same way it always has, per-character. So that reference was removed from the article.

Right… and they changed that nearly two weeks ago…

[Updated June 4] We’ve updated the article to clarify the way the “Mastery of the Timeways” buff works. Please note that it does not apply account-wide, though it does persist through death.

So… I’m still confused!
