Blizzard likes to make baseline things into talents so they have things to fill talent trees and don’t have to think too hard on new ideas or abilities
It’s how they do everything. Break it when it’s not broken, then applaud yourself for “fixing” it by just putting it back the way it was, but in a more complicated way
