The nerf was more about survivability than damage.
A DPS spec having both ultimate survivability and damage
is like a Medieval King having both total Earthly powers AND Religious Office.
Add superior mobility/immunity/freedom, or total economic state control…
and some group-think which applies in both cases to antagonize their enemies and keep them in power.
