Make friends. Groups are always going to take the highest efficiency class. There are no changes they could make short of nerfing those 2 so a different 2 are now the best.
You want blizzard to some how determine who gets brought to a group. That won’t and shouldn’t happen. I am honestly not sure how you got to 16s and don’t understand that you should either make your own group or go with people who don’t care as much.
Honestly what do you want them to do here? At the high end (16s are higher content than the very vast majority of players will even attempt), there is always both a mathematical best and a utility best. Take one down another will rise. I honestly don’t know what you think they can do.
