Yes, I can. I did test the damage profile. I tested a specific portion of said damage profile: the Low Damage downtime. It may not be the way Blizzard tests things, but that doesn’t mean my test was invalid or has “0 value”, because again, Blizzard reached the same conclusion:
- The Low Damage downtime was too low.
So, tell me, why do you have this extreme disdain for players who provide valid and valuable information if they don’t have credentials or official positions (like your Class Writers or former Devs who lurk in Classcords)? 
Me thinks you’re just mad that Blizzard and I reached the same conclusion, and their official Dev Notes prove it.
