your comparing specs with high cd burst abilities with a spec that has very short cd “burst”

The same principle still applies: All 3 specs have and tune around their burst abilities. My testing highlighted this with the Time-To-Kill being much long outside that burst window compared to the other two specs, and Blizzard reached the same conclusion.
