So... is Survival Just a "Boomstick Bot" now?

There isn’t, though?

The trees are underleveraged, certainly, but you can literally run multiple builds decently in each spec.

That doesn’t mean that playing the particular build poorly is somehow “good play” just because someone “decided” to play it waste a tenth or more of its potential, though.

Then by all means, go ilvl-appropriate content (i.e., something you can benefit from and can do if leveraging your kit well) with only Slam. See what it does for your PvP rating.

Even in archery, one could simply throw the arrow instead to reach the given target, so long as they’ve kept things lenient enough (e.g., standing just a few meters from it). Does that make it archery done “right”?

Or, like using any spec here, should one actually use together enough of what makes it archery for it to be seen as archery instead of playing lawn darts?

You’re conflating a signal with the full extent of a problem and assuming that any action after “so” must directly and solely address that signal.

Moreover, we’ve already seen that they don’t use “steady-state damage” to mean “damage outside of < X ability > windows”, but rather the damage potential consistent across varying contextual states. At no point is there a reasonable impactfully-varying state where BW stops using BW, MM stops using Rapid Fire, SV stops using WFB, etc. There is one, however, between how different fights align with one’s cooldowns, even if they’re short.

No more so than to say that Raptor Strike doesn’t deal much damage if it isn’t ramped up (or, if one were to somehow click off their Mongoose Fury stacks) would be. Again, it’s… a window of 1–15s, depending on when the fight aligns with your CD. It’s not worth removing a mechanic, let alone how mechanics may interact, over.

To make BW only as consequential to 12.1 BM as, say, Trueshot will be to 12.1 MM would require changing it so drastically that it’d be either neutered (its direct damage bonus over filler being cut by 75% and its amp reduced to a mere 5% to 10%) or homogenized (say, likewise a 2-minute, removing that rhythm of alternating into and out of BW windows that’s been iconic to BM since Legion).
