Besides, your comparison is completely nonsensical, one thing is “playing without your burst”, the other is using one ability only.
Saying the damage is too low outside burst windows is a valid criticism, because is no fun, and blizzard changed to correct/offset that, because a spec should be able to deal ok damage/clean mobs/trash without the need to use a full burst rotation every time
