You weren’t initially able to change rings in vanilla, that feature was added in a later patch. If you’re exalted and can’t find the quest it might just not be in game yet until phase 6.

The changing of paths (ring swap quest) was added in patch 1.11.1 so it might not be in game yet since Aq was patch 1.9, and we just got all the 1.10 patch quests and items.
