The main reason I can’t see them going with that kind of format is M+.

I would agree, with the exception that M+ is a group content and Delve is a solo content (that you can still run as a group).

They’d probably be concerned it would detract from participation.

That would probably drive away from M+ people that only run M+ to get Myth track items. I think this could actually adjust the content for people that are interested in doing it.

Maybe something set up more like raids? Smaller, of course. Solo content that has you fight through some trash between 3-4 bosses that have proper learning curve. Something you have to take your time working through, just like you would a raid. Could have two of these per season, on a weekly lockout.

I just don’t mind people getting gear in the content they do.

When PvP awarded better weapon ilvl in Shadowlands season 1, everyone paid to get carried to 2300 to get their 233 ilvl weapon. There is even videos of Blizzard’s MDI cast paying the carry.
