Actionable idea to increase Population for phase 4

I posted this in another thread. I think its a good way to get people back out into the open world and grouping together. What do yall think? Dear Blizzurd, Me orc, me not smart. Maybe u make game push people to group more and explore world? Ideas: Nerf all mob xp by 75% but make mobs stronger Reduce the group xp penalty (2-5ppl) Increase quest xp by 150% People may want to zug up together and do some kekquests since more beneficial to be in group.
