The tank (warrior) gets it to level up his staff skill.
I swear if they made an epic item that gave -100 to all stats people would still argue that its best for thier class.

It’s an epic “of the Whale” staff. Who uses “of the Whale” gear??? So who cares. It’s a crap novelty item.
The priest has the strongest case. They need every bit of mana they can get. Warlock already has infinite mana tap, making it quite irrelevant of a buff. Mage would be the worst choice because it doesn’t even stack with the intellect buff. Don’t forget about hunters, which could put it to decent enough use.
You see, you don’t “fight” with the staff out. You just slot it, cast the buff, then drop it. So anyone with a mana bar (except mage) can put it to decent enough use. The buff does not require you to keep the staff out. So a hunter, like anyone else, can slot it, buff, then switch back to his real weapons.
The bear tank gets it. In Phase 1, the only weapon better for them is a rare world drop.
This is such a foolish question… it goes to the hunter. DUH!
bear tanks have terrible TERRIBLE weapon itemization until Phase 2. That 30 stamina makes Headmaster’s Charge literally the 2nd-best weapon for bear tanks in Phase 1.
It’s worth more disenchanted…
No spellpower, no crit, no +healing… It’s the dungeon version of vendorstrike.
EDIT: apparently bear tanks can use it, fine… Bear gets it if there’s a bear… otherwise shard it.
Bunch of sillies… the feral druid is the obvious choice and gives us the most benefit.
This answer is simple.
If its a pug you all roll for it.
If its a premade guild run you give to who benefits your raid more with the upgrade.
Ima go on a limb and say priest though…if hes healing raids. Which who are we kidding, he/she is.
Eh… the lack of Spell Power makes it’s a pretty poor Lock weapon. A Lock is better off going with Spire of Hakkar from Sunken Temple if you’re only counting dungeon loot and not raid gear.
As for Mage, it all depends if the Buff stacks with Arcane Intellect. If it doesn’t then it’s wasted on a Mage.
So Priest is your best option.
Hell a lock could even go solo Mara for inventors focal sword and pair it with a spellstone…
2 crit (one from sword and one from stone) would still be worth a ton more than Headmaster’s charge.
What else would they come as?
It might actually be better to disenchant it and have everyone roll for the Nexus Crystal. It doesn’t have any spell damage or healing, so it would only be an upgrade for someone with a really bad weapon.

The warlock turns to the priest and says, “You know this is a school for Necromancers?”
The priest turns around and yells at the Mage, “You told me it was a Frat party!”
The Mage shrugs, “Hey I am just here for the hawt chicks…you guys are on your own!”
Hold on now people there is no reason to fight… It’s obviously a hunter weapon.
It’s a Warlock weapon, Mage and Priest have better, easier options and don’t need all that Stam.
Mages you’ll want to get these: Inventor’s Focal Sword, Spirit of Aquementas
Priests you’ll want these: Hammer of Grace, Thaurissan’s Royal Scepter
