It’s a complete waste of an Empower ability. It doesn’t do anything different at each empower tier. Not to mention that even at rank 1 it lurches you forward a small bit, sometimes to the complete opposite side of an enemy pack causing you to have to whip your camera 180 degrees to reorient yourself. It’s a pain in the butt.
If they force Slicing Winds on us again with a tier set or Hero talent buff/proc i’m gonna crashout.
Its been 4ish months since I made the OP so I should update:
After being forced to use Slicing Winds a lot I have come to the conclusion that it does in fact still suck and will continue to suck until the end of time.
I’m confused. Which hero spec is forcing you to take Slicing Winds? I avoided the talent entirely.

I removed it and have redistributed the talent points elsewhere.
I use FSK a lot more.
its not fun because they nerfed the damage so much.
the damage is so low its almsot at the bottom of my damage meter.
forgoeing it and going into the stomp side is better
I’m glad it doesn’t do a lot of damage, so I don’t feel like I’m nerfing myself when I don’t take it because it’s still hot garbage.
Don’t worry. It’ll be part of a tier set this expansion again at some point. 
I dunno why they insist on making tier sets around horribly unpopular things all the time. Then they probably use that data to tune the class lmao.
“Look at all the people who used slicing wind this season! They must love it! Let’s not prune this ability” More like forced to used it at gunpoint.
They did the same thing with Ashran Battle ground. You could not cap conquest points without doing the weekly Trashcan BG and they then used that data to justify the worst bg being a success when anyone that actually pvps hated it and only did it to cap points.
